Processing and bracketing are large parts of light trails but not shooting at f22 is probably a better place to start. Composites, ND Filters, lower aperture and time of day are all things that would've helped his shots
It's just inexperience and comes with learning exposure and composition from shooting different styles. Pic related- poorly exposed from my very early photography days when I loved light trails but didn't really know what I was doing and ended up with the same mistakes as OP
