As to why the composition doesn't work, is two fold I think.
Firstly the foreground is distracting and unnecessary.
Secondly, the main subject is questionable (at least, I assume it is the large towering building, but that isn't necessarily very clear either).
Thirdly, even if the other three problem is fixed (see pic related), it misses balance in the frame left vs right. A possible way this might be fixed is if there would be a swarm of birds, or the moon in the sky.
I was thinking though, if you could get to the waterfront and get low down, maybe you could catch an interesting reflection in the water.
