Shoot model against sky or otherwise bright background so that you burn everything but the silhouette into the film, (shoot maybe +3 stops) but not too bright where the edges get blurred. That's the key.
Shoot cityscape or ocean or what ever at normal exposure so it should fill up the silhouette space
