Luck in the sense that cool scenes are random, but if you're in a public place with cool scenery and a lot of people those moments happen more often than you think.
The questions you need to answer are, did you even go out in public to find these events? is your camera on and ready for that moment? Can you anticipate that something cool will happen? Will you be brave enough if there is a chance someone will notice you? If you want to make pictures without interesting subjects making it interesting for you, well you need to have an aesthetic eye... that's not something someone can just tell you how to do on an image board, anon.
