That bridge was built by the Army Corps of Engineers in 1937 on top of the existing railroad bridge built in 1910....using mostly pieces of the original railway to support it.
Florida East Coast Railway knew it was not profitable to build the Key West Extension in 1907 but they allowed Henry Flagler, founder of the company, to do it since he was ironically enough, dying, as well as pouring a lot of his personal fortune from Standard Oil into the project. Not wanting to deny a dying man's wish, FEC built the railway and Flagler rode the first train to Key West in 1912, just 8 months before he died. By then he was blind.
The project cost 12 million dollars in 1911 dollars, much of it his own personal fortune from working with John Rockefeller. To this day there are remnants of the original line and everything it brought down with it all over the Keys.
