Here's a photo I took, from a similar location to yours, where I would be able to lift some shadows in order to even out the lighting if I wanted, but note that the majority of the photo is correctly exposed to begin with, so it's not merely a matter of polishing a turd, like your example. It would be an artistic choice of controlling how much contrast I wanted in the photo.
