If you focus far away, then the foreground will be out of focus. But as you focus further away, the depth of field also gets larger. So if you shoot into a dark street focused at say 10m then quite a lot will be in focus.
e.g. this is f/2 focused at infinity. Most of the image is still in focus (well, as in focus as a vintage meme lens can be).
