I'll start by saying that what follows is terrible advice, OP is a newbie and you don't start photography by looking at numbers and charts, you pick up a camera and shoot. so OP, do that. Screw this long tele nonsense you're sunk yourself into, you're not ready. And surely you're not ready for portraiture since your Photoshop skills are probably zero.
That said:
An old camera, with terrible ISO performance, paired to a long lens with a dark aperture is a recipe for barf inducing noise, horrible skin tones and shaky shots.
First of all, you don't need a 200mm lens to get a good portrait, so get a decent 85 and stick with it, those are cheap enough.
Secondly, the cheapest option without sacrificing quality is a mirrorless + adapter for an analog lens. Given that the 1100d has the same autofocus accuracy and speed of a blind man at the wheel of an F1 car, going manual is an actual improvement.
OP find a used NEX-7 or similar (NEX-5, A5000, A6000...) that fits your price range, with the A6000 and NEX-7 being the better options, then stick an M42 adapter on it and do your homework for a cheap portrait tele between 85 and 135mm that is at least f/4 so you have a bare minimum option of shooting in the shade.
