From my own tests, low contrast lenses are without them, while the reverse is true for high contrast lenses, though there are exceptions. It is there. It's also not just caused by spherical aberrations. It can be, but certain lenses exhibit it without spherical aberrations.
There are pluses and minuses to it. When aperture is open, light will spill naturally (pic). It'll looks as if you're using diffusion filter, but image will still retain high normal sharpness elsewhere. When closed down, you won't get star effects.
