Manufacturers often treat F1,8 primes as the low-end which they just want to produce as cheap as possible, and rake in as much money as they can, even given their lost costs.
So there will be many situations where the expensive zooms break that rule of thumb.
And sometimes even the best primes in their class can have a hard time against high end zooms.
