What you actually have instead of "the eye" is an overriding subconscious desire to get to your destination, so everytime you see a curiosity you don't feel you have the time to take a picture of it. You're like "meh, I'll make a mental note and come back and take a picture later".
You can't do this, because the light/weather/angle/environment will be different later.
You must carpe diem your photos as they appear, there and then, as they appear, with

You always have "the eye", and what you must do is stop and give it the time to work. Eventually it becomes second nature to stop and smell the daisies, so to speak, and soon you will be overwhelmed with good angles and opportunities to take good pictures.
