If people not having money is the problem with people buying gear (?) then you can spend more money to help with that, too. You can't buy skill and talent, as much as you think you can, but you can buy a camera/lens/whatever for someone else if it's really an issue.
Though that's not really the issue.The issue is people confusing "buy camera" with "photography". More egregiously, "expensive camera" with "better photography"
