Panasonic is making cams for Leica. That's a fact, and not really fresh news ether. (pic). TL and T cams and all the lenses for them were Panasonic (just compare designs of TL 18 f2.8 and panasonic 20mm f1.7). And currently pretty much all leica pnshoots and bridge cams are made by Panasonic. There were even rumours that SL are Panasonic, but I'm not going that far and checking things up, though you must admit that S1 and TL share quite a few things besides the mount.
"Made in" is pretty much just a customs declaration even in Europe. It's stricter than just "assembled in" sticker. You need to adhere to few things, for example final assembly must be made in country of origin, but it's not hard to work it to your liking. Free trade and EU take care that you can't be too harsh regarding these things with national laws. I think Argentina and Brazil have much stricter norms regarding these things. Pretty much everything must be manufactured there. From raw materials, to circuitry and glass. Just importing a sensor will tax you up considerably.
