With flip out you flip it out, then need to turn it up again, and you need to repeat the procedure when you're back to normal shooting. Plus, it's off side from the camera. Flip up is naturally positioned right under the lens. Only advantage of flip out is that it allows easier positioning of low portrait orientation photography.
Now, all of this is moot and pointless, because all of the manufacturers use shitty, low resolution, low bit, false colours, glaring screens.
