Of course art gets subsidized by the government, it's art after all. It's the one thing that will withstand the test of time, that will tell generations after generations more about us than any history book will ever be able to. Art is timeless and utterly important, any form of it. Art can bring strangers together, will touch anyone in a unique way and is the oldest form of expression and humanity.
Why is supporting something unfair? Do you really think that art is the only flied a government supports? Are you that stupid? Just because you can't appreciate something, doesn't mean that it doesn't deserve the support it gets.
Kindergardens are something you have to talk to your Bundesland and City with, Hospitals closing was expected with the course your health system is going, would you rather have a couple of great hospitals like Tübingen, or a couple of small ones that will send you to a good hospital anyways?
At the end of the day, what's more important? A piece of art like a poem by Goethe, a film by Lubitsch or a play by Brecht. Or that little Ahmed can be pushed to a Kindergarden at age 1 so his mom can spent the day alone at home?
