To ensure that, it has to be subsidized. It's a shame that it has to be, but art needs to be available to anyone, not just rich people that store all of it at home.
To get young people into art, you'll need exhibitions to appeal to them, to let them in for free or at a very low price. Somebody has to pay for it though, I'm glas we live in a country that does.

It's the oldest form of expression and it will be the only thing that will be still here after we will be long gone. Buildings will start to collapse, paintings will decay. music won't be played anymore. But somewhere there will always be a writing on a wall or a cave, a writing, poem or thought, a scribble or a cave painting that was already there long before anything we can imagine. Art is bigger than you and me, art was the first step away from being animals.
