in most cases, low light is bad light. Contrast between light and shadows is ridiculously extreme, so you're left with just light bulbs and black, or a whole bunch of different variations of shadow with no contrast between them. Light sources have crazy colors so you're left with weird flat ugly colors and tones.
If you're flexible, I'd say don't shoot in low light. Fine the light at night. Shop Windows, or headlights. Etc. Find the scenes of brightness and life in the dark. But what do I know.
Just remember. No matter how clean your high iso is, it'll never make bad light look any better.
