You should think about improving composition instead of worrying about getting in front of someone and taking a snapshot. If what you really want is to take street portraits, then sure, work on i, but work on composition first. Otherwise all you gonna achieve is to be that guy that just take snapshots of strangers, and there are plenty of those around.
My gf does street portraits and what she does is instead of just asking for a picture , she engages them into conversation , gets to know them and while they are having a conversation and she had time to get a read on the person she takes a portrait of them doing a tell or a gesture that is unique to that person. Not easy , but the results are quite good.
