very top heavy composition that irks me. If the water had been cleaner, the reflections could have made it really well balanced, but without it, it's just a lot of murk without much interest.

You're getting orange on brighter exposures because the most prevalent lights are sodium vapor which are super duper orange. You can work to minimize this with your HSL sliders, to either desaturate the orange a bit, or change the hue of it to something less offensive to you. Generally though, if your EV is the same (Longer shutter speed with a smaller aperture to keep the same amount of light) your image should look more or less the same, except for any motion blur you add or remove.
