the moon is a hell of a lot brighter than building lights. you get that "unsharp" effect as you described it because the moon is absurdly overexposed.

Do two exposures, one for the foreground and one for the moon (if you want stars too, start googling astrophotography) and composite them in post.

Well the moon is moving, so that's not allowed. HDR can only be used on completely stationary scenes.
