Film?
Leica M3 and 50mm Summicron-M. Be sure to get a later version of the Summicron-M, and avoid the M39 mount version. Best 35mm setup you can hope for, period. Approximately $2300, so spend the rest on a whole bunch of film and a tripod and shit.
Digital?
Sony a7r (not a7r II), Leica M to NEX converter, 50mm Summicron-M, extra batteries and charger because a7 battery life sucks. That should fill your whole budget. Get a 50mm Zeiss Planar ZM if you want to save a few hundred and get a tripod and shit instead: it's an acceptable substitute for a Summicron. Alternatively, you could get the native Zeiss FE Sonnar 55mm, which has autofocus, and is about on par with the Zeiss Planar but still inferior to the Summicron.
