That requires inpainting i.e. slave labor.
You are better to focus on traditional practises that most often photographers get paid to do rather than try out to fix niche things that are result of a shitty shooting by a shitty photographer.

take a photo of the window when there aren't any droplets on the window then copy and paste it into the scenery into the rainy image. you'll have to adjust lighting and levels to match the dreary look.
