It's your visual illiteracy.
There's no "blur the waterfalls" speed. A waterfall shot at 1/50th is going to blur some with visible movement yet. A waterfall shot at 30" is going to be so smooth that the bottom of the falls look like a foggy mist.
Try analyzing photos you look at a little deeper than "this is a photo of a thing, and I recognize the thing!"
