Hi /p/ so im a bit new in Photography, and i wanted to know what kind of effect is this. because i really want to do it. any ideas /p/ ?

Bulb, zoom in and out, maybe zoom sideways and upways. Maybe a lil bit of thumbing your lens.

Yes. Make one base image and then just overlap that one with other slightly different images that are transparent.

You should play with the blend mode too, if you just do transparency it can get washed out. Try overlay and soft light especially for this effect.
