On the other hand I could totally see the ihop pic winning just from what you described... not that it's necessarily a better photograph on a technical level, but I could easily see somebody looking at a photo like that and going "oh, yes, such depth of meaning. the ihop represents our hopes and dreams and the presence of the child is a statement on the false pretense of the society in which we reside, leaving people bitter and apathetic of the world in which they discover to be our reality."
if its better at getting across the theme, however a smug artsy type may interpret it, thats generally the primary thing they look for with those vague type of theme based contests.
