Does colour deliver the message you want to deliver or not?
Let me take your example of the nightclub:
Is your message "Yeah, a cool nightclub"? --> Colour.
Is your message "Look how much the DJ sweats, that's actually exhausting work"? --> b/w.
Another random example:
"Look a cute kitten (and it does not have red hair)" --> b/w (don't let the colour of that random green and blue coffee cup next to the kitten interfere with your message).
"Look at that beautiful landscape with the red leaves and the blue river inbetween!" --> colour.
tl;dr: Question "What's your message or impression you want to deliver with the photo?" makes the colour-vs-b/w answer easy.
