I like the first one much more than the second. Rule of thirds is well executed yes but I especially like the way the sky is brighter and forms a semi-circle around the subject which frames it nicely and creates better contrast.
In the second image the light seems a bit harsh and flat, and the buoy is competing with the concrete dock way out there, which IMO is too far away.
Please keep shooting anon, you'll get there.
