Both are underexposed/poorly lit imo. I would expose longer on A because the effect doesnt work for me right now. Consider investing in an ND filter if you want to experiment with long exposure. 3-6 stops should be good, the 10 stop filters are good but can be a bit overkill for shooting late in the day.

In terms of A or B in just picture, A by a long shot.

In terms of the water quality in A or B and the exposure was the same, I'd personally say B.
