In lightroom, you right click on the image, go down to "Export..."
This brings up a new window. On the left hand side are presets. Ignore those. On the right side is all the relevant stuff you need. Go to File Settings. Check the "Limit File Size To:" box and then set it to the maximum file size you want. 1 meg is preferable for /p/, 2 megs is okay but pushing it.
Then below it is where you resize. I always go by the "longest edge" rather than absolute dimensions, since aspect ratios may vary and this option maintains them. 1000 pixels is the convention, 2000 pixels is okay if you have the "Limit file size" option also set to something reasonable.
