Everyone pretty came to the conclusion that if children (or teens, as it's implied) were involved, and if the man was really upskirting, it was clearly wrong.
However, the black guy recording kept changing his story from "child" to "young girl" to a "teenager" to a "woman who looked rather young."
It's very possible she was of age, as far as we know. However, he's still in the wrong for (allegedly) going for upskirts.

That camera guy was fucking crazy, though. I've never seen someone follow someone aggressively unless it was his daughter or wife getting their photo taken.
