First it is a good shot, nice composed, interesting topic (I'd have liked to see a little bit more weight on the hand/arm) and the dynamic range was pretty well captured.
The 'effect' however is a line-up of a curve which brings down higher mids and highs, tons of unsharp mask especially with a very small radius and - as I see it - a local contrast enhancement mask.
I personally dislike in this post-production, that the strong unsharp masks also effects the actually blurred background. For the smaller radia it could've been avoided by a delta threshold, and for the bigger one would have to seperate the background manually, in order to keep the original, yet decent, bokeh. Fun would have been then to still let apply the masks on the sky. ... but .. yeah.
