search HDR, this is probably 2-5 exposures merged into 1 and the skater was only in 1 of the exposures so the data of whatever is behind him is also in the photo, software can determine which exposure you'd like that area to to show with deghosting tools.

You are both wrong. It is definitely a longish exposure with a flash popped to freeze the action.

Skate photographers generally try to avoid this ghosting actually. But it just happens sometimes and in those cases minimizing the ghosting is prioritized. Skate photos like this aren't done purposefully, rather they are done out of necessity and lack of preferable conditions. One way to avoid the ghosting even if you are using a long shutter is to place your subject against dark colors.
