Place more (smaller) lamps, but don't have them shine as much, and have some places where the lights are interactive. Philips is doing these types of things in Eindhoven. (though I did a bad job explaining, I bet if you google it, you'll find a better explanation)

because of the generic placement of lights, they have to shine brighter to cover the same area.

instead of a couple of big lamps on poles, we should more LED lights scattered throughout the streets.

There are long stretches of streets and highways near me, some of them in urban and suburban areas, not just vast empty interstates, that don't have those awful sodium-vapor lamps next to them, and somehow drivers seem to deal with it, since cars have headlights and all.

Actually sodium-vapor lamps are much better since they are emitting at two separate wavelengths and very easy to filter out. Just google "skyglow filter". LED lamps are much more even on the spectrum and there are no effective filtering. You can still use a hidrogen-alpha filter, but it block most light from galaxies and stars. Still very effective on bringing out the details on nebulosity.
Your best option is still going away from cities for these occasions.
Over here my city switches off 2/3rds of the lights after 01:00 so it is a little better after that. Maybe you can go to the city council and make a suggestion, there are always many naturists and nutjobs to support your cause if you present it well.

I live on my own, and at night, without any lights on, I can see everything in my house and even find small items on my desk just fine if / when I wake up in the middle of the night.

Our eyes are more capable, but they're not being used because we put lights everywhere.

This year in May I waited for the darkest night of the month.
I drove 10 miles out of the city into the woods at 1 a.m.
Hiked up through the woods to a spot I scouted before.
Let me tell you: The darkness was horrormovie shit (even though I have pretty good nightvision).

My final results were shit. I don't know if it was because of lightpollution or the fact that I tried this for the first time. Pic related, one of my shots after heavy editing. Gonna try again next summer.

My initial goal was to capture the milky way, but I guess I should've checked if it was actually above the horizon before....
