As a street photographer, that's how Henri Cartier Bresson did it with his Leica back then. That way you are less suspicious and can get closer to your subject, like Bresson said "if your pictures aren't good you are too far away"

It can also be done to make your camera look less attractive to thieves. Although it also works a bit more for street.
