If you mean people who only check in once a week or once a month, then also sure. Those people don't click like on hardly anything because they don't use the app much, but they DO follow people. In fact, people like that are way more likely to follow huge accounts for nice pictures, because they aren't on there for their friends. Casual users are attracted to the big accounts because they're easier to find, they aren't using IG to seek out the super gnarly, niche photography like one of us /p/haggots.
So if that's what you mean by fake, then ok.
Also, definitely have seen robots follow me. If I see it I block them, but I sure af haven't seen every single one of my 12,700 followers, so some slip the cracks. That's just life on the internet, don't know what to tell ya. Doesn't mean that people go out and SEEK fake followers.
