Filmmaking: Camera Vs. Color Grading

So I recently watched this guide:

I was extremely impressed with the results they were able to capture with a Canon t5i/ 700d as Canon is not exactly known for having the best filmmaking DSLR's, so my question is this, is the color grading more important than the camera if you are in the $1000 range?

I mean how much of a difference can be made? With things like the Sony As7 (which is way more expensive at around 2k) you can do 4k, which honestly seems like a bit of a meme as you will probably downgrade anyway (but let me know if im wrong) and better ISO for dark shoots, but if you are making a film you will probably have better control over the lighting so higher ISO may not be needed.

So is color grading the true decider? Can I make a good looking film with a Canon t6i? if you had $1200 to get gear what body and lens would you get? I was looking at a GH4 Panasonic Mirrorless as it seems pretty good but it is 1k and I will have to get a lens and mic.
