Lightroom has been available on mobile devices for some time. That was one of the selling points of the iPad Pro when Apple rolled it out to replace the Air.

I was editing photos just fine on my old cuo2duo laptop, and I'm pretty sure modern tablets aren't slower. Sausage finger UI on a 10" screen is a much bigger problem.
