I totally understand you. The golden hour is kind of a "meme" like the rule of thirds - it's not a bad idea to use but it kind of "assumes" you're trying to execute photography a certain way, or that you SHOULD execute photography a certain way.
The reason I say wait for the light is that you can get an entirely different scene depending not only on the time of day, but the amount of moisture in the air, time of year etc. And if you feel stuck with a scene and think to yourself, "this looks really promising, but I feel like it's missing something". Sometimes it's the light, sometimes it's a subject.
I've tried to go back and re-create or re-do some photos I'd taken years ago and a lot of the time I struggle with it because even just a minor difference in the weather or time of year can render the scene completely different, not withstanding the ever-changing nature of the urban environments you're shooting in.
