Well, instagram's metagame is keeping a high follower-to-following ratio. All of the big accounts have a fraction of following to all of their followers. It is ultimately meaningless and just makes you look like a dickhead if you try to exploit the system, however. The metagame for the follower-to-following ratio is engagement rate, which is how many of your followers actually like and comment on your photos.
