yes, there are plenty of tutorials in jewtube you can fix and recolor that shit in a couple of hours, I could do it but I'm sure you'd rather do it your self

The hair is the simplest to fix. It is something that even the poster can get in 30 seconds after watching a couple of videos. The is also Paintshop Pro as well, you can download any of the trial versions of those to play with.
