I need a software like photoshop, that can open canon raw file. Already tried pain.net and gimp, but they still miss some feature. I'm low on budget, any suggestion? (windows)

You can get Photoshop and Lightroom for 10 bucks a month from Adobe now. Did you even look at their site?
