can someone please tell me how this sort of look is achieved in respect to its color. is it photoshop? just lightroom? is it film? it just doesn't make sense to me.

the blue is created by flourescent lights inside, and the outside is colored by a traffic light or some sort of neon.

White balance is white balance, believe it or not, and practicals are practical light sources. The red light outside is probably from a stop-light or possibly a neon sign. This image doesn't look largely manipulated from its potential original.

Just right now I was thinking about trying to change the color of my flash, anyone have tried doing that?
My plan was to tape over some thin colored yellow paper over the flash.

Couldn't find stuff about doing this, so this isn't a thing?

Wouldn't that make shots in the dark where you need a flash way better with a more comfy color tone and it would also act as diffuser.

depending on flash output, you can improvise with all sorts of shit. Don't wrap candy wrappers around powerful flashes shooting 1/1, but a wrapper from a red hot (translucent red) or a butterscotch (translucent yellow-orange) works great over a pop-up flash or at low power.
