I own the 5DII, III and IV, and the weathersealing has improved with each model. not just based on the manufacturer's documentation, but my own testing, too. I've had the 5DII and III completely go haywire on me while shooting in the rain, the 5DIII obviously holding out longer than the II. So far so good with the IV, though. And I've shot outside in the pouring rain with my 7DII for several hours and didn't have a problem. There's no way a Rebel could've withstood those conditions.
Yes, all cameras can withstand a certain amount of precipitation, but not necessarily a day out in the rain.
Also, DIY rain covers are really more hassle than they're worth. Buy a rain cover designed for your camera - even the inexpensive ones will work for most situations. Or just buy a Pentax.
