To answer the question: The stupid Clearity slider in Adobe products is basically a mixture of LCE and LV (local contrast enhancement / local variance). It gives images that HDR-ish look, because in principal every local algorithm is a variant tone-mapping. As "Clearity" mainly affects the luminance channel the image seems to become "clearer" and "sharper" and with "more" dynamic. Actually it becomes the opposite but that's a different story. It belongs in the category of destructive psycho-visual effects.

I sometimes add a value of 5-10 to the clarity slider for just a little bit of extra punch.

What I absolutely hate is people REDUCING "clarity" on model shoots for that cheap 1980's porn magazine look.
If you're pissed off about blemishes use a selective tool don't blur the fuck out of everything RRRRREEEEEE.
