If you lower that to 100, you get slightly more noise across the ISO range since the sensor outputs a weaker and thus more noise-prone signal. For m43 with its small photosites and difficult sensor thermal management due to IS, it's not acceptable.
Some m43 cameras can do ISO 100, but they do it the same way 5DmkI does ISO 50 - by applying -1 EV correction digitally, which means no extra highlight recovery compared to shooting at higher ISO.
