Find your niche, share your work, take criticism wherever you can from people that won't placate your emotions. Unless you're naturally gifted, it will take you years of practice before people won't think you're a joke. The only thing you can do to improve is take thousands of pictures, edit hundreds of them, share your work, accept criticism, and improve, there is A LOT of trial and error in photographer since there is an infinite amount of variables to work with.
I'm not anywhere trained enough to critique your work, I just go by instinct, there are plenty of people that frequent this board that will. As in, with the picture you posted, I have no idea what the subject of the photo is supposed to be, just looks like a random snapshot of a road at night that has a stadium half way in frame, which distracts from the image, too much clutter. I'll give you credit that at least your photo is clear and you have the good sense to use a tripod.
