After setting up the image, I apply the gradation color filter, along with glamour glow effect and soft filter in Google Nik.
This picture is jpg so it can be a bit different from my pictures, but if shot with the RAW, then I think it should get the same result. There's a lot of bright stuff on the the signs so using masks makes it easier to correct.
In LR, I massively ruin the white balance with an extreme balance correction, then I go the reverse way in split toning to correct it.
Doing so, it's good to keep the three basic colors in mind.
I add the glow in Nik to hide away the fact that highlights are unnatural.
