If you mean the filmy washed out look in both OP and this pic that's simply crushed blacks
To turn any pic into woelfiel you literally just crush the blacks, turn the tone magenta and the white balance blue and turn up the cyan and blues and turn everything else down
Takes about 60 seconds, less if you use a preset
