Dumping the stop bath is like pouring dilute vinegar or lemon juice down the drain, not harmful at all. Developers like X-Tol are in large part ascorbic acid derivatives, essentially Vitamin C.
Hydroquinone and phenidone (ID-11, D-76, Microphen, most developers actually) are very low toxicity, even in prolonged direct contact with the skin. Hydroquinone was even used as a whitening agent in cosmetics.
Metol (Ilford Perceptol, Kodak Microdol X) is a bit more toxic with prolonged use and direct contact with the skin, but even then the worst thing it can give you is slight dermatitis.
