Looks like one of these chest rigs for operating. I've used them at the shooting range, and they're very utilitarian. If you need quick access to your gear and can give up some range of body movement, they work fine. You do tend to feel like a dork if there's anybody else around.

If it’s a one day outing bring a lens on your camera and maybe two others if that first is a prime and the other two are primes

If you are going somewhere longer then plan it out and bring 3-5 lenses and only essential filters to what you’re doing, maybe your tripod idk

I bet the OP pic is carrying mostly redundant gear
